The amount of information now available on people, jobs, and education has grown rapidly.  It is therefore a major challenge to know which data is reliable and relevant. But effective and efficient job matching requires people’s qualifications, experiences, and skills to be well understood. Common standards need to be clarified and shared too. The solution? A Taxonomy Manager or knowledge base. In other words, create a vocabulary that can be shared by all parts of the Employment Service system.

Taxonomy Manager functions

The WCC Taxonomy Manager is therefore specifically designed to enhance the knowledge management process.  To this end, the module supports a number of crucial functions such as semantic searching, the provision of high-quality data, and augmented matching results. In addition, it optimizes gap analysis to show which skills or qualification jobseekers may lack for a good job match. This, in turn, means jobseekers can be given advice on training. Or suggestions about measures that will improve their chances in the job market. High-quality taxonomies

High-quality data are clearly essential for PES. To be sure, a large amount of data about the labor market is currently available. For example, in taxonomies such as ESCO, ISCO, ASOC, ROME3. However, taxonomy management is challenging for most companies. So most PES only use taxonomies as a basis for reporting. But every PES has its own set of services that it must offer. To deliver all these services PES  has to make sense of data from many sources. And they must then transform the data into useful information. In order to offer a wider range of benefits, taxonomies also need to be updated and enriched with data about the local labor market.

Another challenge Public Employment Services face is how to share a knowledge base with other applications and services. Because to be effective, the job data needs to be available organization-wide.  It’s important that Knowledge is shared, but without jeopardizing its reliability.

The WCC knowledge base is powered by Artificial Intelligence (AI). It uses automatically updated taxonomy manager data, ontologies, and configurable rules. As well as advanced language technology. All this enables Input Completion to guide users through the registration process. This process includes requesting information, as well as presenting clear and personalized suggestions. These suggestions are based on the most recent labor market data supported by AI. In addition, jobseekers receive digital career guidance that is tailored individually. Among other things, this advice helps jobseekers learn how they can best close any gaps between suitable jobs and their ambitions.
