WCC’s eCRVS solution HERA goes live in Lao
Utrecht – NL, March 7, 2023. Getting a birth certificate is not just an administrative formality; it is also crucial for children to access fundamental rights and services, such as education, healthcare, and protection against exploitation and child labor. In Laos, where over 7.4 million people live, the introduction of a modern electronic Civil Registration and Vital Statistics System (eCRVS) is a national priority. By implementing WCC’s HERA eCRVS system, every child will have the opportunity to enjoy all the rights that an official identity provides, regardless of their background or location.
WCC Group, a leading provider of advanced ID solutions, is pleased to announce the successful go-live of our eCRVS solution HERA in Laos. This momentous occasion marks a significant step forward for the country as it moves towards digitalization of its public systems.
We are incredibly proud to have been chosen by the Lao People’s Democratic Republic Government and the Lao Ministry of Home Affairs, in partnership with The World Bank, to deliver HERA as the solution to administer the Lao National eCRVS System. After an extensive global search, HERA was selected for its compliance with the UN’s recommended processes and its out-of-the-box, customizable features that are suited to the country’s local conditions. HERA also offers extensive functionalities regarding many national civil registration events, including births, deaths, marriages, divorce, migration, and medical certifications.

HERA is already being used in three provinces and will soon be rolled out to the rest of the country. This will establish HERA as the single source of truth for civil information in Laos, with its modular architecture comprehensively addressing the entire range of civil registration elements in the country, establishing a clear framework for legal identity and supporting government decision-making.
