HERA

Civil Registration & Vital Statistics Solution

It is important to realize that having an identity unlocks a wide range of services. However, around 1 billion people live and die unregistered. For this reason, we developed WCC HERA, making it fast and easy to register vital events such as birth, death, and marriage. HERA offers dashboards & data analytics that enable governments to optimize planning, processes, and also decision-making.

CRVS – a vital stepping stone towards legal identity

The first thing to remember is that Civil Registration and Vital Statistics (CRVS) systems have a critical relationship to legal identity, economic development, and public health. The importance of CRVS is moreover attested by the United Nations’ Sustainable Development Goal 16.9.

“By 2030, provide legal identity for all, including free birth registration.”

Civil Registration is specifically the universal, continuous, permanent, and compulsory recording of vital events. These include births, death, partnerships, as well as separations. Furthermore, by successfully registering this information, governments and international agencies gain vital statistics on population dynamics, health, and inequities. And as a result, use these insights to improve economic growth and the well-being of citizens.

Birth registration is if course an essential step towards the creation of an effective CRVS system. Birth registration should therefore be easy, fast, and universal. However, at present, the worldwide availability of CRVS systems is severely limited:

  • The births of a quarter of children under the age of 5 have never been officially recorded.
  • About one-fifth of the world’s population lives and also dies without a legal identity.
  • Worldwide, two-thirds of deaths are never registered.

HERA – a unique, scalable solution

Until now, there has not been a single effective software solution for birth registration. However, governments urgently require a CRVS solution that is flexible and cost effective. Equally important, it should be easy to implement and maintain. To this end. WCC proudly offers HERA. In brief, an innovative, flexible, ready-to-use CRVS solution that makes birth registration effortless.

Reasons to choose HERA

HERA makes the civil registration of vital life events secure, fast, and effortless…

Much lower cost than tailor-made solution

Tailor-made or open source solutions may initially seem to be an option. However, implementation will almost certainly be time-consuming. Moreover, custom software will be expensive to maintain. Over time, you will need to make changes to keep the system secure as vulnerabilities are detected. Making changes will then entail hiring developers, or you will need to keep a team on the payroll. Open source solutions can also be a problem. In this case, you’ll be reliant on patches from the open-source community. And you will still need local technical staff to assist with upgrades.

Easy to implement and operate

Our HERA solution can be deployed quickly, using one of our cloud instances. On-premise installation is also possible and requires days rather than weeks.

Best-practice configuration

HERA respects international best practices, and is also in line with international standards as defined by the United Nations. Simply because WCC has many years of experience with multi-cultural identity management. And our outstanding ease-of-configuration means that you can quickly introduce your own country-specific requirements.

Best-practice integration and open APIs

HERA seamlessly integrates with other systems like Population Registries, Biometric Systems, or Functional Registers (such as voter rolls, national ID systems, residency systems). In addition, it supports the OSIA (Open Standards Identity API) Initiative for civil identity systems as recommended by the Secure Identity Alliance.

Direct access to new releases and 24/7 support

HERA is supported and maintained by WCC, and as such, a product roadmap is available describing the new features in future releases. What’s more, WCC’s support department is open 24 hours per day, seven days per week to support its customers.

Available in your language right now

HERA – birth registration

To begin with, the first module we have made available is HERA Birth Registration. For citizens, birth registration is the first step in securing legal identity and nationality. In addition, it gives them access to fundamental human rights such as education, healthcare, and social protection. A birth certificate likewise provides the documentary evidence needed for such life events as graduating, voting, inheriting, and obtaining a passport.

HERA actively involves health workers as well as parents, easing them through the birth registration process.

HERA

HERA – a modular architecture

Starting with birth registration, HERA has a modular architecture that comprehensively addresses the entire range of civil registration elements laid out by the UN.

HERA - BIRTH AND DEATH
HERA - PARTNERSHIP AND SEPARATION
HERA - RECOGNITION AND OTHER
  • HERA is the world’s first CRVS solution that is fully compliant with UN SDG 16.9 (“United Nations’ Sustainable Development Goal 16.9”).
  • HERA establishes a framework for legal identity. Generic functional ID systems (e.g., voter or taxpayer registration) on the other hand fail to resolve legal identity issues.
  • Registrars using HERA dashboards, heatmaps, as well as data analytics gain insights for optimizing processes and improved decision-making.
  • Governments using HERA also gain insights for better infrastructure planning decisions.
  • HERA supports a range of devices, including low-tech options. It is therefore is easy to implement and use anywhere, from modern well-equipped hospitals to remote rural situations.

HERA – data analytics, and insights for registrars

HERA delivers critical insights to registrars based on data analytics. As a result, this helps registrars to identify delays, see where to take action, and make improvements. In other words, it reduces the time between receiving a notification and the subsequent certification.

Success Stories

UNHCR

(United Nations)

UNHCR

• The UN lacked insight into the movement of refugees between camps. Identity and rations fraud were major challenges.

• UNHCR’s Identity Management System uses WCC ELISE ID Platform with integrated biographical data and biometrics.
• UNHCR can now monitor refugee migration, and refugee families are reunited more quickly. ID and food ration card fraud has decreased significantly.

Immigration Services

(Netherlands)

Immigration Services

• The Dutch Immigration Service used a new Case Management System, but end users found it difficult to perform searches.

• WCC ELISE ID Platform and multi-cultural name matching were easily integrated within the Case Management System to improve search functionality.
• Users were then able to find cases easily, within just a few minutes. WCC ELISE ID Platform also prevented duplication of cases in the database.

eu-LISA

(Europe)

European Union

• The EU needed a central database for all visa applications in order to combat ‘visa shopping’.
• The EU VIS system uses WCC ELISE ID Platform with biographic matching and multi-cultural name matching capabilities.

• EU VIS is the most stable and highest-performing of all EU systems.
