Importance and status of CRVS systems around the world – Part 2

Civil Registration and Vital Statistics (CRVS) systems are critical to legal identity, economic development, and public health. In this second part of our blog on the importance of CRVS, we answer several questions with which we ended the previous blog

Data Power

Governments realize the full value of civil registry data when correctly integrated within national systems, such as statistical institutions, population registers, national ID systems, and voter registration systems. There are now opportunities to do so through 21st-century CRVS systems that utilize the widespread availability of information and communication technology (ICT) and innovations that connect health records with civil registries. However, for the use of unique identifiers, the interoperability of information systems, and the various tools and devices used to collect and transmit data, new internationally applicable CRVS standards are required.

In recent years, significant regional initiatives have been launched to strengthen countries’ CRVS systems. These provide critical change advocacy and accountability and mechanisms for exchanging and sharing technical knowledge and expertise.

The formation of a global coordination group helped to define a global strategy comprising three major components:

  • Strengthening national CRVS: removing barriers to birth registration, improving death reporting and determining the cause of death, fortifying CRVS institutions, fortifying national ID mechanisms, and fortifying the response to deaths and vital statistics.
  • International CRVS support: This will focus on strengthening international CRVS standards and developing and disseminating guidance based on country experience.
  • Knowledge sharing and evidence building: Programs of implementation research will be encouraged to assist in addressing barriers to establishing CRVS systems. A rigorous impact evaluation will help share lessons learned about what works best in various situations.

Death registration and certification are frequently required prerequisites for burial, remarriage, or the resolution of criminal cases in the absence of insurance or inheritance.

Many global goals, including new commitments to universal health coverage and combating the global epidemic of non-communicable diseases, rely on accurate vital statistics and the ability to monitor and respond to causes of death and disability.
